A 22-year-old woman who crashed into a parked car on Northeast Marine Drive last year, killing another woman, was sentenced to more than six years in prison on Monday.
Maria Isabel Moncada, of Portland, was driving on February 23, 2024, when her black BMW smashed into a Honda that was pulled over on the side of the road and occupied by 75-year-old Bonny Heyn. “Moncada reached speeds of 104 mph before losing control and hitting the parked car,” according to the Multnomah County District Attorney’s Office.
The crash sent the parked Honda down an embankment, killing Heyn. The impact caused the BMW to spin “in two complete rotations,” and the car then “came to rest on NE Marine Dr.,” a probable cause affidavit states.
Moncada told police she crashed because “she was changing the song on her phone” and “looked down at her phone continuously for 4 seconds without looking up,” according to the affidavit.
Moncada’s blood-alcohol-content results were 0.188%, court records show. The legal limit is .08%.
Moncada was convicted of manslaughter in the second degree and driving under the influence of intoxicants.
